AB 173 of 2013 has added Section 14838.64 to the California Government Code allowing CCD’s to purchase “goods, services or information technology with a value of between $5,000 and $250,000 to a certified small business, including a microbusiness and a disabled veteran business enterprise, without complying with specified competitive bidding requirements.”

This is a big win for CCD’s because much of the software available today is needed and waiting several months to purchase common software seems crazy.
