The short answer is “yes.”  In January of 2008, AB1144 codified the use of CPSC and ASTM including ASTM’s F2049, which is the Standard Performance Specification for Fences/Barriers for Public, Commercial, and Multi-Family Residential Use Outdoor Play Areas.  Basically, this ASTM standard requires fences (meeting certain specifications) to be installed between vulnerable play areas and traffic.   The barrier or fence should be able to withstand a one-time load of 10,000 pounds of impact.  You can purchase the standard directly from ASTM to read the finer details.
